A fixed page must be reorganized for a reading screen
PDF preserves positioned content on pages. EPUB commonly lets text reflow to fit the reader's screen and font settings. Converting one to the other requires interpreting paragraphs, headings, columns, and reading order rather than simply changing a filename.
A novel with a clear text layer may adapt more easily than a magazine page with sidebars and layered images. Check how the content behaves when font size changes. If lines remain fixed as a page image, the result may not provide the reflowable reading experience expected from an EPUB.
